An air conditioner contains a compressor.  This compressor cools a set of coils inside it to remove the heat and the humidity from the air.  This heat and the excess humidity is sent to out side.  In a portable machine this will be via a hose, in a fixed system this will be via an umbilical cord that connects the inside unit to the outside unit.  Either way an air conditioner must be connected to outside.

An air conditioner will always cool more effectively than air cooler.

Although an air cooler is not as efficient as an air conditioner it does have several advantages.  It cools using water and a filter, there is no hose or umbilical cord and the lack of compressor makes it much, much lighter and quieter.  Many like the fact that it works in combination with fresh air, i.e. by standing it in front of an open window, and it is certainly a lot cheaper to run (about the same as a light bulb).
